Why does Canada need GTS?

Canadians recognize the importance of immigration to the economy. With the highest job vacancy rate in decades, immigration is necessary in Canada to ensure the country has enough workers to fill its many open positions. GTS is one of the many ways in which Canada welcomes foreign workers to contribute in growing economy. The Global Talent Stream also helps Canada to remain competitive in the global market, especially with regards to Canada’s southern neighbour, the United States. In recent years, the United States has implemented increasingly restrictive immigration policies for their H-1B visa program which, similar to the GTS, has allowed skilled workers to work temporarily in the US.

Canada’s increasingly relaxed immigration requirements and high rate of job openings, many skilled workers are choosing Canada over the United States in a phenomenon that’s been deemed Canada’s brain gain. Another difference between the GTS and the H-1B is that spouses and partners of GTS applicants bound for Canada may obtain an open work permit, allowing them to work in Canada for any employer and to switch jobs if they wish to do so; spouses and partners of H-1B workers bound for the US may experience difficulty in securing the right to work in that country under proposed changes.

The GTS is an excellent option for Canadian employers who need to fill specialized positions quickly and for foreign nationals with highly-skilled work experience, especially in engineering and tech-related fields. In the next two sections, we’ll look over the eligibility requirements and application procedure for Canadian employers and for foreign workers.

What is the Global Talent Stream?

Global Talent Stream(GTS) is an immigration strategy to hire specialized and highly skilled foreign workers in Canada. This program permits foreign workers to move in Canada and fulfill insufficient supply of specialized labor in market.This program has limitations as workers cannot directly apply for GTS. Canadian employers need to refer them by following GTS procedure including submission of GTS application and paying $1000(CAD) per worker. They hire skilled workers from foreign countries and invite them through GTS program to work and live in Canada. Mostly, specialized workers in engineering and tech-related occupations are prioritized in GTS. This program plays a crucial role in economic development of Canada.This program is imperative to ensure sufficient supply of highly skilled labor to speedily growing job market in Canada.

Furthermore, Applications for GTS program are processed under Temporary Foreign Worker Program(TFWP) which empowers foreign workers to work in Canada. Basically, this immigration strategy was launched in June, 2017 as pilot program for two years. After overwhelming response, Canadian government announced it regular immigration program in 2019. Moreover, it can also be understood as work permit which is processed in lesser time and higher successful immigration rate. There is a well-defined eligibility criterion which needs to be fulfilled before applying under the cover of GTS.

How does the GTS work? – Employers

All immigration strategies in TWFP need Labour Market Impact Assessments (LMIAs) to determine whether there is sufficient supply of specialized labor or not. If LMIA is positive, it means there is dire need of foreign workers to fill specialized roles. Normally, this procedure takes time of four to six months. Whereas in GTS program, many traditional procedural hindrances are removed and this process gets lesser time as compared to other LMIA. If a LMIA gets positive it means that there is insufficient supply of highly skilled people. Later on, employers are allowed to invite specialized talent to keep Canadian market competitive.
